If its a Zetec, how can it not pass?
If its a Kent, find a sympathetic tester who will base it on the age of the engine, not the registration year on the title.

Didn't realize you had to go thru that kind of a test, we dont here in Alberta. I have a 1.6CVH with twin Webers and a 4 into 1 exhaust. No problems getting her thru the provincial. Search around for a friendly garage.. they must be out there somewhere. Dont give up, there is to much waiting for you and your 7.. Just remembered, the guy I got my car from in Japan did exactly what you were suggesting. He had a standard exhaust complete with Cat and put them on for the tests and then took them off after.
